Changes to UK feed-in tariffs: Solar PV Chaos

Feed-in tariffs: payments are to be slashed from 12 December 2011 ... After that the new (reduced) FIT will become payable.

Due to this sudden urgency to complete installations in time for the December 11th deadline, panic and chaos has engulfed the UK Solar market:

Installers and providers are turning down more and more business every day

Where people are ready to install there is no availability of modules

If modules are available, the people who have them cannot access the labour to
carry out the installations.

Tools, mouting systems and even vans are in short supply

Multimillion pound deals which have taken months to put toegethor are falling to
pieces

Investors are dropping like flies and companies are going bankrupt

It's only 9 days since the announcement to recuce the Feed-in tarrif (FIT); With little over 4 weeks to go before the reduction is due to kick in, life in the UK Solar PV industry is only set to become more chaotic!...

UK Feed-in Tarriff reductions: A different perspective

This is the parliamentary support for the motion to reconsider the hasty measure of reducing the feed-in tarrif in the UK from 43.3p perkWh to 21p per kWh with effect from 12 December 2011:

"That this House regrets the Government's decision to reduce the feed-in tariff from 43.3p perkWh to 21p per kWh with effect from 12 December 2011; believes that this time frame is unfair to hundreds of businesses in the industry that will not now be able to complete installation in the time available; is concerned that this measure will trigger a significant number of redundancies in the remaining weeks of this year; considers that the Government's green credentials are being damaged unnecessarily in the rush to save relatively small amounts of expenditure; and urges the Government to reconsider this hasty measure."

Not overwhelming support considering over 600 MP's sit in the house of commons.

We are as a nation and as an industry; stuck with this decision. My personal opinion is that this is deeply damaging to the UK Solar industry and also extremeley unfair...


Trying to understand why this decision was made? Here are some possible reasons:

1) Scale: The number and scale of installations planned between now and April 2012 was extremely high... I have been speaking to managers and owners of installations all over the UK for the last 9 months and am fully aware that a LOT of installations were planned. Many times more than the government predicted, in part due to the falling cost of solar PV modules, and also because in such difficult economic times the idea of making 10%+ returns is so very attractive.


2) Weather conditions?
A lot of people, being new to the construction and roofing industry, falling into the Solar industry to cash in on the high returns, has not taken into account the cold weather that hits the UK every winter - With an increasing push to complete high numbers of rooftop installation into January and February (our coldest months), the amount of accidents due to roofers working in icy conditions was set to go through the roof...

3) Foreign investors:
The Uk government do not want to put incentives in place which a high percentage of incentive payment get swollowed up by rich foreign investors with the capability to deliver large numbers of large scale projects.
The scope of this happening has been limited by the reduction in Feed-in tarrifs.

4) Government policy...
Solar PV is not the no.1 priority for the UK coalition. Massive investment into other forms of 'renewable energy' such as offshore wind & Nuclear in particular detrract from the focus on Solar PV installations. There are also new incentives coming up such as the renewable heat incentive and the green deal, and only so much incentive to split between the various renewable energy sources.

Solar PV Installation teams

Solar Installation Teams in the UK are currently in short supply - Solar Panel Installations need to be completed and commissioned before the 12th of December 2011 in order to qualify for the highest feed in tariff rate of 43.3p p/kWh
for retrofit domestic installation (37.8p for new build).

This sudden an unexpected change in tariff change date has created enormous panic in the media and in the solar installation industry, which now means most companies involved in provision of Solar PV systems are desperately rushing to complete as many installations as possible before this date. The demand for experienced installation teams is now much higher than ever and will continue to increase over the coming weeks leading to the Feed in Tariff (Fit) cut off dates.
